New Powers to Tackle Pavement Parking

This Labour Government has responded to the long-awaited consultation on pavement parking and has set out a clear route forward after more than five years of inaction by the Conservatives.

Pavement parking has been raised with me repeatedly by residents in Stockport. Disabled people, older residents, parents with pushchairs and others who rely on clear pavements have highlighted the real difficulties and safety risks caused when pavements are obstructed. I frequently meet with constituents as well as charities including Thomas Pocklington Trust, RNIB, Sight Loss Council and Guide Dogs to press the Government on the importance of making our streets more accessible for disabled people. This announcement is an important step forward. 

The consultation on pavement parking closed over five years ago, yet no response or progress was made under the previous Conservative government. The Labour Government has now published its response and confirmed plans to strengthen and clarify local powers to address the issue.

Under the new approach, local authorities will be given greater flexibility to tackle pavement parking in a way that reflects local conditions, rather than through a blanket national ban. New enforcement powers will be introduced through secondary legislation in 2026 to deal with unnecessary obstruction of pavements. These powers will be supported by statutory guidance to help councils apply the rules fairly and consistently.

These measures are intended to improve accessibility, safety and confidence for people using pavements, while allowing councils to take account of local street layouts and community needs.

I am pleased that this long-standing issue is finally being addressed and that councils will be given the tools they need to keep pavements clear, safe and accessible for everyone.
